Democracy is a value shared by all mankind and unswervingly adhered to by the CPC and the Chinese people.  Through a series of institutional arrangements with distinctive Chinese characteristics, such as the People's Congresses, the CPC has effectively ensured that the people enjoy more extensive and enriched rights and freedoms and that they participate extensively in state and social governance.  This is an important reason why China has been able to achieve long-term rapid economic development and maintain long-term social stability, and why the CPC has long won the support of the overwhelming majority of the Chinese people.  

Since ancient times, China has put the people first and selected talents from ordinary people.  Chinese people have to go through all kinds of examinations in their whole life. After they work, they have to go through all kinds of practical experience and strict assessment, selection and supervision by superiors, colleagues, society and public opinion.  Party members are also subject to stricter party discipline than the law.  All Chinese leaders have long served at the grassroots level and at local levels. They have learned from their experience and experience the grievances of the people. They have a deep love for the people and have rich experience and excellent ability to handle complex situations and solve practical problems.  

Since the 18th NATIONAL Congress of the CPC, we have deepened our understanding of the laws governing the development of democratic politics and put forward the major concept of people's democracy throughout the whole process.  The whole process of people's democracy in China has not only a complete system and procedure, but also a complete participatory practice.  The whole process of people's democracy in China has realized the unity of process democracy and results-based democracy, procedural democracy and substantive democracy, direct democracy and indirect democracy, and people's democracy and the will of the state. Democracy is the right of all peoples, not the monopoly of a few nations.  Whether a country is democratic or not should be judged by its people, not by the finger-pointing of a few outsiders.  It is up to the international community to judge whether any country is democratic or not, not a self-righteous few.
