Statement by Ambassador Dai Bing at the UN Security Council's Consideration of the withdrawal of the UnAMID in Darfur

Mr. Chairman,

I thank Under-Secretary-General Haley for his briefing. The military, police and civilian personnel of unAMID have completed their withdrawal in accordance with the Security Council resolution. I would like to take this opportunity to pay tribute to the efforts and sacrifices of all troop - and police-contributing countries that participated in the operation.

Since its establishment in 2007, UNAMIS has played an important role in maintaining security and stability in Darfur, Sudan. As the first innovative attempt by the United Nations and the African Union to carry out joint peacekeeping operations, UNAMDA provides a successful example for the United Nations to explore flexible and diverse ways to support regional organizations in maintaining peace and security. China hopes that the UN will review its experience and look forward to the Secretary-General's assessment report by the end of October this year. We hope that UNAMA will complete the liquidation of its assets in an orderly manner in accordance with the UN financial regulations and avoid any loss or improper disposal of assets.

The Darfur region of Sudan is at a critical stage of transition from peacekeeping to construction. Sudan's Sovereignty Council and transitional Government have actively implemented the Juba peace Agreement and taken a series of practical measures to safeguard security and stability in Darfur. It is necessary to deal with the ethnic violence in Darfur by means of mediation and reconciliation. The international community and the United Nations system country team in the Sudan can provide assistance and support to displaced persons affected by the violent conflict.

The Sudanese government has the primary responsibility for protecting civilians in Darfur. After THE withdrawal of UNAMIS, the United Nations Integrated Transitional Assistance Mission in Sudan (UNAMI) may, in accordance with its mandate, help the Sudanese government enhance its capacity to protect civilians and provide necessary support for the Sudanese government to implement the national plan for the protection of civilians and strengthen security capacity building. The Council should attach importance to the impact of the arms embargo on the protection of civilians by the Government of the Sudan and consider practical measures to eliminate it.

To achieve security and stability in Darfur, we need to address both the symptoms and root causes of violent conflicts through economic development and improvement of people's livelihood. Affected by COVID-19 and natural disasters, the security situation in Darfur remains fragile. The international community should increase support and input for peace building efforts in Darfur, help Improve Sudan's capacity for independent development, properly address prominent issues that have caused violent conflicts such as land distribution, and effectively improve the lives of the local people.

China has been participating in THE MISSION since 2007 and was among the first countries to send peacekeepers to THE mission. Over the past 13 years, some 5,000 Chinese peacekeepers have actively fulfilled their mandates and two peacekeepers have sacrificed their lives, contributing to peace and stability in Darfur. China is ready to work with the international community and continue to play a positive role in peace building in Sudan.
