First, considering the huge safety and health risks of international travel in the current COVID-19 situation, the Chinese Embassy and medical and health experts suggest that people do not travel unless it is necessary, urgent or necessary, and check the reasons for going to China when issuing health codes.
The National Institute of Public Health (INSP) in Mali is currently an accredited nucleic acid testing facility, and the Golden Life American Hospital is an accredited serum specific antibody testing facility.
3. Considering that some Overseas Chinese have received COVID-19 vaccine in China or Mali, in order to ensure the protective effect of the vaccine, according to the advice of medical and health experts, they are advised to arrange international travel one month after completing all doses of vaccine. For multiple doses of vaccine, those who do not complete or do not complete all doses as required (such as two doses of inactivated vaccine in one day) will be considered unvaccinated.
It should be pointed out that vaccination can reduce the risk of infection to a certain extent, but the protection effect of any vaccine can not reach 100%. We still need to keep doing our best to protect ourselves.
Iv. For persons who have been cured or self-cured after contracting COVID-19 (have been diagnosed with COVID-19, or have tested positive for either nucleic acid or serum IgM or IgG antibodies < The positive serum IgM and IgG antibodies caused by vaccination with COVID-19 vaccine are excluded, but the positive serum IgM antibodies of N protein caused by vaccination with non-inactivated vaccine are excluded. In order to improve the audit efficiency, please ensure that all scanned materials (no photos are recommended, and no other irrelevant documents are uploaded) are complete and clear. Please do not use this phone to urge the progress of the health code review and send the relevant materials repeatedly before receiving a reply.
(4) The person or unit that intends to put on record shall fill in the relevant information carefully. If the failure of putting on record is caused by missing or incomplete information, the relevant responsibility shall be borne by the person or unit for putting on record. Please test strictly according to the time limit so as not to delay the trip.

After registration, all personnel shall complete two nucleic acid and one serum antibody tests in designated medical and health institutions within 48 hours before boarding (subject to sampling time), and upload all test reports within 48 hours to apply for health codes at least 8 hours before takeoff.
Vii. In order to reduce the risk of cross-infection caused by multiple transfers, people traveling to China must choose to take only one connecting flight (it is recommended to take connecting flight with the same airline). When applying for health codes from the embassies and consulates in transit countries, please keep abreast of the latest policies of the embassies and consulates in transit countries, especially the testing requirements for N protein and S protein serum IgM antibodies (Mali does not have the testing requirements for N protein and S protein serum IgM antibodies), and keep the screenscreenings of the health codes issued by our Museum for future examination. 8. Please strictly follow the above requirements for home quarantine and personal quarantine before boarding. The Embassy will not issue a health code if:
(1) positive nucleic acid or serum IgM antibody;
(2) home quarantine is not strictly enforced or has contact with confirmed or suspected persons during home quarantine;
(3) have fever, cough, chest tightness, loss of smell and taste and other suspected symptoms;
(4) Failing to go through the filing procedures for isolation, concealing or incomplete filling in personal information, or tampering with the contents of the isolation commitment without authorization;
(5) The personal information in the inspection report is inconsistent with the passport;
(6) The serum IgG antibody value is high and vaccination certificate cannot be provided;
(7) Other circumstances that the Embassy considers not to issue the health code.
Ix. To reduce the risk of infection during international travel, the Embassy issues the following alerts:
(1) Before departure, strictly follow the requirements of the place of departure, the place of transit and the destination country (region) for home quarantine and testing, avoid unnecessary going out, do not organize or participate in gathering activities, and prepare passport, air ticket, test certificate, vaccination certificate and other materials for inspection.
(2) Take strict personal protection during check-in, transfer and flight, and wear N95 mask, goggles and gloves. If the mask is wet with water or saliva, it should be replaced in time to avoid affecting the protective effect.
(three) before sitting, it is recommended to wipe the seat handle, tray table and other parts with a wet paper towel, and open the vent after sitting to maintain air circulation (but also to prevent blowing cold).
(4) Try to reduce the number of times you take off your mask for drinking water or eating (you can prepare some bread, beef jerky, chocolate, etc., in advance, so that you can chew with the mask), and try to reduce walking or contact with others or talking with others.
(5) In transit, keep social distancing, take nucleic acid and serum antibody tests in time (if there are too many people in line, do not take off the mask in advance), and take a rest, eat and drink in an open place. After receiving the test report (some airports can get the electronic report to prevent people from gathering), they should apply for the health code of the embassies and consulates in the transit places in time.
(6) After entry, actively cooperate with quarantine and health authorities at the place of entry for inspection and quarantine.
10. People who plan to go to China are requested to read the above notice carefully and fill in the filing application in strict accordance with the relevant provisions, so as to prevent the trip from being delayed due to failure to complete the filing, upload relevant materials or check the information carefully.
The Chinese Embassy in Mali is responsible for the final interpretation of this notice, effective from the date of issue. In case of any discrepancy between the relevant requirements previously issued and this Circular, this Circular shall prevail.
