On the eve of the National Day, Ambassador Wanli gave a written interview to Le Point of Cote d 'Ivoire and answered questions on the 72nd anniversary of the founding of the People's Republic of China, international cooperation against COVID-19, China-Us relations and China-Kuwait relations. The full text of the interview was published on September 30:

Q: Your Excellency Ambassador, how do you do? As the People's Republic of China marks its 72nd anniversary under the leadership of Chairman MAO Zedong, how do you comment on China's development?

A: MAO Zedong was the core of the CPC's first generation of central collective leadership and the main founder of the People's Republic of China. Under his leadership, New China advanced socialist construction, established the basic socialist system, and realized the most extensive and profound social transformation in the history of the Chinese nation, laying the fundamental political premise and institutional foundation for the great rejuvenation of the Chinese nation.

In the late 1970s, the CPC's second generation of central collective leadership with Deng Xiaoping at its core accurately assessed the global trend, established the understanding that peace and development were the theme of The Times, and made the major decision to shift the focus of the Party and state's work to economic development. Since then, we have unswervingly promoted reform and opening up, created and continuously developed socialism with Chinese characteristics, gradually established a socialist market economy system, and pushed forward all-round opening-up in an orderly manner. As a result, the Living standards of the Chinese people have continued to improve.

Since the 18th National Congress of the Communist Party of China in 2012, socialism with Chinese characteristics has entered a new era. Under the leadership of the CPC Central Committee with General Secretary Xi Jinping at its core, we are advancing the five-pronged overall plan for economic, political, cultural, social, and ecological progress, and advancing the strategic plan for comprehensively building a modern socialist country, deepening reform, advancing law-based governance, and strengthening Party self-governance. We will uphold and improve the system of socialism with Chinese characteristics, modernize China's system and capacity for governance, overcome major risks and challenges, achieve the first centenary goal of finishing building a moderately prosperous society in all respects, and embark on a new journey to achieve the second centenary Goal. The goal is to build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful by 2049, the 100th anniversary of the founding of the People's Republic of China.

In short, the past 72 years since the founding of the People's Republic of China have been a journey in which the COMMUNIST Party of China (CPC) united and led the Chinese people in their unremitting efforts to realize the "Chinese Dream" of national rejuvenation after the realization of national independence and liberation. The Chinese nation has achieved a remarkable transformation: it has stood up, grown rich, and become strong.

Q: Since the outbreak of COVID-19, China has been friendly to Africa, sending doctors, providing vaccines free of charge and debt relief. Some observers say that China's actions are intended to induce African countries to sign contracts. Do you think that is correct?

A: As you said, Since the outbreak of the epidemic, China has firmly supported Africa's fight against the epidemic and economic recovery. China has not only delivered a large amount of medical aid to more than 50 African countries and the African Union, but also sent more than 170 medical experts to 15 African countries. China has also held video conferences with African experts to share its experience in fighting COVID-19. In addition, China has been actively support and participate in the "new vaccine implementation plan", at the seventy-sixth session of the UN general assembly general debate meeting, xi jinping, the chairman announced that this year China will provide 2 billion doses of vaccine, efforts to the world in the "implementation plan", on the basis of donated $100 million years again free of charge donated 100 million doses of vaccine to developing countries. To distribute vaccines to developing countries. In accordance with the consensus reached by Chinese and African leaders and the G20 debt suspension initiative, China has signed agreements or reached consensus on debt suspension with 16 African countries. Within the framework of the Forum on China-Africa Cooperation, 15 African countries have cancelled their interest-free loan debts due by the end of 2020. In addition, President Xi Jinping announced at the Global Health Summit in May that China would provide an additional us $3 billion in international assistance in the next three years to support developing countries, including African countries, in fighting COVID-19 and recovering their economic and social development.

China has done all this because China and Africa have always been good friends, good partners and good brothers sharing weal and woe as a community with a shared future. China's cooperation with Africa has always been aboveboard, without interfering in the internal affairs of African countries or attaching any political strings. Chinese companies sign contracts and carry out projects in African countries on the strength of their excellent product quality and engineering quality, and on the strength of the good reputation earned by the tireless efforts of Chinese engineers and technicians. China-africa cooperation draws on each other's strengths and has yielded tangible results. It will never be disrupted by the sowing of discord by certain forces.

Q: US President Joe Biden said at the UN General Assembly that "The US does not seek a new cold War or a divided world". Can you assure us that conflicts between China and the United States will not lead the world into confrontation and undermine global peace?

A: There is an old Chinese saying, "Listen to what you say and observe what you do." I have noticed that at the same time as President Biden's remarks, the United States announced the establishment of a trilateral security partnership with the United Kingdom and Australia and nuclear submarine technology cooperation, which has aroused great concern among countries in the region. Such attempts to form "cliques" and stimulate an arms race are not conducive to the unity of the international community, but threaten regional and world peace and stability.

Peace, development and win-win cooperation are the trend of our times. The so-called "new Cold War" is turning the clock back on history and runs counter to the fundamental interests of people of all countries. Recently, Chinese President Xi Jinping delivered an important speech at the General Debate of the UN General Assembly, stressing that all countries should practice true multilateralism, uphold dialogue rather than confrontation, inclusiveness rather than exclusivity, and reject cliques and zero-sum games. There is no room in the world for all countries to grow and progress together. It is natural for countries to have differences and disagreements, but dialogue and cooperation should be conducted on the basis of equality and mutual respect.

The China-us relationship is one of the most important bilateral relationships in the world today. Since the beginning of this year, President Xi Jinping and President Biden have had two phone conversations, charting the course for the development of bilateral relations. China is ready to work with the United States to develop a china-us relationship based on coordination, cooperation and stability in the spirit of non-conflict, non-confrontation, mutual respect and win-win cooperation.

China is firmly committed to the path of peaceful development and hopes that all countries in the world will do the same. China will never develop itself at the expense of others, but we will never give up our legitimate rights and interests. No country should expect China to trade away its core interests, and no one should expect China to swallow the bitter fruit of undermining national sovereignty, security and development interests. China hopes that the United States can work with China to jointly safeguard world peace, stability and development.

Q: In 1983, Cote d 'Ivoire severed its so-called "diplomatic relations" with the Taiwan authorities and established diplomatic ties with China. How has bilateral cooperation progressed over the past 38 years?

A: There is only one China in the world. The Government of the People's Republic of China is the sole legal government representing the whole of China. Taiwan is an inalienable part of China's territory. This is not only recognized by the UN resolutions, but also by the general consensus of the international community. In 1983, The founding president of Cote d 'Ivoire, Pierre Boigny, made the political decision of recognizing the One-China principle, severing diplomatic ties with Taiwan and establishing diplomatic ties with the People's Republic of China. History and reality prove that this decision serves the fundamental interests of the two countries and two peoples.

Since the establishment of diplomatic ties, China-Kuwait relations have maintained steady development and the friendship between the two peoples has deepened. In particular, in the past decade, China-Kuwait relations have entered the track of rapid development. The political mutual trust between the two countries has been increasingly consolidated and the two sides have shown mutual understanding and support on issues concerning each other's core interests and major concerns. New achievements have been made in economic and trade cooperation. China has become a major source of financing for Cote d 'Ivoire, with a total financing of about US $5 billion. According to statistics from Kuwait's Ministry of Economic and Financial Affairs, China provided A total of 233.42 billion Sefrone (about 417 million US dollars) in financing to Kuwait in 2020. Despite the impact of COVID-19, cooperation on important projects between the two countries has been moving forward. Abidjan port reconstruction, reform of state grid, the national Olympic stadium project successfully completed and put into use, such as iron than Sue - bouake expressway, PK24 industrial park a period of 12 cities, inland water, Abidjan cocoa processing plant, such as project steady progress, gussie wave - bobo in hydropower station has started in the near future. As an important cooperative partner of Kuwait, China has made its own efforts to promote Kuwait's economic and social development.

Q: Could you brief us on the next Chinese investment projects in Kuwait?

A: Cote d 'Ivoire is the locomotive of economic development in West Africa. Under the leadership of President Alassane Ouattara, the Ecuadorian government has actively maintained national security and stability, promoted economic recovery while doing a good job in epidemic prevention and control, and implemented an open and inclusive development policy. The country is full of vitality and has huge development potential. China attaches great importance to the development of relations, is willing to continue to deepen the traditional advantage of infrastructure construction cooperation between the two countries at the same time, with Kuwait actively explore to strengthen the medical and health care, digital innovation, green economy, agriculture, especially in agricultural products processing in the fields of cooperation, and encourages Chinese enterprises, especially the private sector to expand the investment. He expressed full confidence in the future of China-Kuwait cooperation and believed that with the joint efforts of both sides, bilateral friendly cooperative relations will surely achieve new and greater progress and bring more benefits to the two peoples.

The new session of the Forum on China-Africa Cooperation will be held in Dakar, Senegal this year. China is ready to take this opportunity to further strengthen cooperation with Cote d 'Ivoire and other African countries in various fields and make new and greater contribution to the building of an even closer China-Africa community with a shared future.
