At present, the global COVID-19 situation is still very serious. In order to further prevent and control the epidemic and reduce the risk of cross-infection, according to the latest domestic requirements, the Chinese Embassy has updated and adjusted the specific arrangements for South African travelers to China (including those who were transferred through third countries during the suspension of direct flights), including "double testing", self-isolation and closed-loop management. All personnel planning to go to China are requested to carefully read the contents of this notice item by item and strictly abide by them, otherwise the travel arrangements may be affected and unnecessary economic losses may be caused. This notice is an adjustment of the import prevention measures in the next stage. When flights from South Africa to China will resume will be notified by Air China separately.
1. People going to China by direct flights
(1) Self-isolation and observation
1. All passengers shall strictly conduct home and bedroom isolation and self-health monitoring on the 14th day before the departure of the flight from South Africa (for example, the flight takes off on September 15 and the 14th day before boarding is September 1), and fill in the Self-Health Monitoring Form (see Attachment 1) as required.
2, overseas Chinese enterprises (including the central enterprises, state-owned enterprises, private enterprises) project staff to return home, must be made 21 days prior to departure flight from South Africa (such as the departure date will be on September 22, before boarding the plane for 21 days on September 1) strictly that occupy the home, bedroom isolation and self health monitoring, required to fill in the table of the self health monitoring, And by the enterprise to issue a written certificate.
Note: 1. Project personnel of overseas Chinese-funded enterprises are quarantined at home and centralized closed-loop management for 21 days in total. 2. For personnel on temporary business trips to south China and sailors on landing, the 14-day requirement shall be followed.
(2) The first "Double Test"
At present, Pathcare, Ampath and Lancet are the three testing institutions recognized by the Chinese Embassy and Consulate. (3) Centralized closed-loop management
Those who are negative for the first "double test" shall check in to The Peermont Metcourt Hotel and Also Palace with paper test certificates on the fourth day before boarding (for example, flight departure date is September 15 and flight date is September 11). Until the day of the flight. Centralized closed-loop management time is 5 days and 4 nights.
In order to avoid cluster infection, the hotel check-in procedures are handled by stages and batches. Please contact Baohua 'an (South Africa) Security Group, a closed-loop management service provider, for details about check-in procedures, fees, and related epidemic prevention and safety issues.
(IV) The second "Double Test"
After completing the closed-loop management, all passengers must undergo a second "double test" at the quarantine hotel 24 hours before boarding (organized and arranged by the closed-loop management service provider and Pathcare), and those who test negative will be uniformly arranged to board at the airport.
Persons transferred to China from the south via a third country
1. In order to facilitate the return of Chinese citizens in real need, the Chinese Diplomatic and consular missions in South Africa will continue to issue health codes or health declarations to eligible persons transferred to China from third countries during the suspension of direct flights. After the resumption of direct flights between China and South Africa, the Chinese diplomatic and consular missions in South Africa will no longer examine and approve the health code applications of passengers from third countries who transit from South Africa to China. Please pay close attention to relevant notices from the Chinese diplomatic and consular missions and Air China.
(2) The relevant personnel shall strictly conduct home and bedroom isolation and self-health monitoring on the 14th day before the departure of the flight from South Africa (or Swaziland) (for example, the flight takes off on September 15 and the 14th day before boarding is September 1), and fill in the Self-Health Monitoring Form as required.
Chinese-invested enterprises (including the central enterprises, state-owned enterprises, private enterprises) project staff to return home, must be made 21 days prior to departure flight from South Africa (such as the departure date will be on September 22, before boarding the plane for 21 days on September 1) strictly that occupy the home, bedroom isolation and self health monitoring, required to fill in the table of the self health monitoring, And by the enterprise to issue a written certificate. (3) The relevant personnel shall undergo cross-examination at either Pathcare, Ampath or Lancet of the three testing institutions designated by the Chinese Embassy and Consulate in South China on the 7th day before boarding (for example, 15 September and 8 September respectively) or 48 hours before boarding. There is no need for centralized closed-loop management at this stage.
(4) Relevant personnel must comply with the relevant requirements of the transit government and the Chinese embassy and consulate in the local area. Please be sure to understand the transfer visa, quarantine, testing and health code approval regulations of the transit destination before departure, and fully understand the boarding requirements of the planned flight to avoid affecting the trip.
Note: Those who have been vaccinated, those who have a history of COVID-19 infection, those who have a history of close contact, and those who have suspected symptoms before travel, should first make corresponding tests and preparations according to requirements 4, 5, and 6 of this Circular.
3. People coming south to transfer to China by direct flight
Relevant personnel should obtain the health code issued by the Local Chinese embassy or consulate before boarding the flight to South China from the place of departure. At the same time, they must enter South Africa and perform the above two "double testing" and centralized closed-loop isolation requirements.
Iv. People who have been vaccinated
(1) Those who have been vaccinated should wait 14 days before going to China. If the last dose of vaccine is completed on September 1, the earliest flight departing on September 15 can be selected for China.
(ii) For those who are diagnosed with COVID-19 and are vaccinated after recovery, the relevant regulations for those who have a history of COVID-19 infection shall be followed 14 days after completion of vaccination.
(3) Those who are required to receive two doses or only one dose of any kind of vaccine, or those who are required to receive three doses or only two doses of any vaccine, shall be tested as unvaccinated.
(IV) After meeting the above requirements, the vaccinated personnel can comply with the first and second requirements according to the type of flight (direct flight or transfer). When applying for a health code or health statement, you must upload the vaccination certificate and the completed COVID-19 Vaccination Declaration form (see Annex 2).
V. Persons with a history of COVID-19 infection
(one) was confirmed, have to cure (or self-healing) and had positive personnel, must be in rehabilitation after 3 months, will be issued by the local hospital, to prove that the parties have healed with lung CT or the results of X-ray diagnosis certificate (pregnant women can not provide), nucleic acid detection negative two times to prove that submitted to the embassies or consulates in south pre-qualification (after the consulate mail attached). Note: The issuing date of the diagnosis certificate with lung CT or X-ray results should be 3 months before boarding and later than the date of diagnosis or positive test; The two nucleic acid tests shall be carried out within 3 days prior to the submission of pre-examination (for example, the submission date of pre-examination is September 4, September 1 ≤ the date of two nucleic acid tests ≤ September 4), and the sampling time shall be at least 24 hours apart.
(2) After the preliminary examination is approved by the Chinese Diplomatic and consular missions in South Africa, relevant personnel shall undergo self-quarantine observation and health monitoring for 14 days, and fill in the Self-health Monitoring Form as required.
(III) If the isolation and monitoring situation is normal, the first and second requirements can be implemented according to the type of flight (direct flight or transfer).
6. People with close contact history and suspected symptoms before departure
(1) Those who have had close contact with confirmed, suspected, or asymptomatic COVID-19 patients, or have shown symptoms of fever, cough, diarrhea or other suspected COVID-19 patients, shall undergo self-quarantine for 14 days and monitor their health status, and fill in the Self-health Status Monitoring Form as required. A nucleic acid test should be performed on the first, fourth and seventh days of the observation period. After the observation, they should submit the self-health monitoring form and three nucleic acid test reports to the Chinese Diplomatic and consular missions in South Korea (email box) for pre-examination.
(2) After the preliminary examination, the Chinese diplomatic missions in South Africa can comply with the requirements in the first and second items according to the type of flight (direct flight or transfer).
Health code (health statement) application requirements
(1) Passengers on direct flights between China and South Africa must scan the qr code below in advance to enter the mini program of Epidemic Prevention And Health Code International Edition after receiving the negative report of the first "double test". And in a second "double detection" negative report as soon as possible after (not later than the latest on the day of boarding the plane at 9 am) will be two test report (4), passport, itinerary, sample photos, self health monitoring table, issue a written certificate (if any) in the enterprise, vaccination certificates (if any), the new crown vaccination statement (if any) and from the green code screenshots (only According to the territory of the first "double test" sampling place in South China, they shall be submitted to the Consulates General in Durban, Cape Town and Joburg or the Embassy for examination and approval.
(2) Persons transferred to China via a third country; Must before boarding the plane (daily 8 am to 4 PM) will be twice as required test report (4), passport, itinerary, sample photos, self health monitoring table, issue a written certificate (if any) in the enterprise, vaccination certificates (if any), the new crown vaccination statement (if any), the originating countries green code screenshots (only to south transit flight personnel, etc. The samples should be submitted to the Consulate-General or embassy in Durban, Cape Town and Joburg for review according to the territory of the sampling site in the south. Please note: Applications submitted later than 6 hours prior to flight departure will not be considered by the Chinese Embassy in South China.

Eight, special reminder
(I) Those who choose to travel to China by direct flights between China and South Africa shall be deemed to have voluntarily accepted the closed-loop management requirements and bear the corresponding risks. Those who do not accept the closed-loop management or fail to strictly comply with the specific requirements during the closed-loop management period will be disqualified. Passengers are required to sign an informed commitment before checking into the quarantined hotel.
(II) All fees related to pre-boarding "double detection" and centralized closed-loop management shall be borne by passengers. For details, see the service provider's explanation.
(3) The Chinese Diplomatic and consular missions in South Africa and Air China are responsible for explaining the above measures.
