Hello, fellow Chinese in Central Africa!

In recent years, the relations between China and Africa have developed rapidly and the momentum of cooperation has been positive. You have been sent by domestic institutions and companies or come to Invest and start businesses in Africa on your own initiative, making your contribution to the friendly cooperation between the two countries. Conditions in Central Africa are arduous and wars are frequent. In particular, in the past year, wars and epidemics have combined, and every Chinese has experienced great difficulties and challenges. In 2021, the global epidemic will continue to spread, and the security situation in China and Africa is not optimistic. I hope you will take precautions in the following two aspects when working and living in Central Africa.

First, we need to continue to prepare for COVID-19. COVID-19 has continued to spread in Central Africa since the first confirmed case was detected in the country early last year, with more than 11,300 confirmed cases to date. In order to ensure the safety and health of our compatriots, the Chinese Embassy has paid close attention to and timely informed the local epidemic situation, and has distributed five rounds of "health kits" since last year. Recently, in order to fulfill the care and care of the Party and the state for Overseas Chinese compatriots, and with the great assistance of the 18th Chinese medical team to Central Africa, the Chinese Embassy has made all-out efforts to promote the implementation of the "Spring Seedling Action", and organized and arranged the vaccination of all Chinese compatriots in Central Africa against COVID-19.

At present, the Delta mutation strain has spread in Central Africa. Although the number of confirmed cases in Central Africa has been slow, the actual epidemic situation is more serious due to the limited number of tests in Central Africa. Therefore, the Health minister of Central Africa also called on the public to prevent the possible third wave of large-scale spread of the epidemic. Therefore, please do not let your guard down because of COVID-19 vaccination. Please wear masks when going out and avoid crowded places.

Second, we will continue to take precautions against personal and property safety. The Armed conflicts in Central Africa around the presidential and parliamentary elections in December last year affected Chinese institutions and citizens. In order to protect the safety of our compatriots, the Embassy has taken pains to contact the Security forces of The Central African Republic and the UN peacekeeping forces to evacuate and guarantee the safety of the Stranded Chinese citizens. On 21 December, I went to Boali to visit the project staff of the Boali Hydropower Station located near the conflict zone. On December 24, in view of the deteriorating security situation, the rescue team of the Chinese Embassy, with the assistance of the UN peacekeeping force, safely transferred all the 12 stranded Chinese employees of the hydropower project. At present, there are still frequent armed conflicts between armed groups in other provinces of Central Africa and the Central African Government forces, and there have been massacres of civilians. For this reason, the Chinese Embassy solemnly advises Chinese citizens in Central Africa not to travel outside the capital Bangui for the well-being of themselves and their families. Recently, there have been a number of vicious incidents of detention and kidnapping of Chinese citizens in some African countries. I urge you, while stepping up security precautions, to increase investment in public welfare and fulfill your social obligations to the local people in Africa.

This year marks the centenary of the founding of the Communist Party of China (CPC). As General Secretary Xi Jinping pointed out in his July 1 speech, we need to create a dynamic environment in which all sons and daughters of the Chinese nation, both at home and abroad, share common aspirations and pursue common goals, and pool into a mighty force to achieve national rejuvenation. We firmly believe that under the strong leadership of the COMMUNIST Party of China, we will overcome all difficulties and achieve final victory.
