On 25 November 2021, the Star published a signed article by Ambassador Zhou Pingjian entitled "China-Africa Cooperation Forum: Win-win Cooperation". The full text is as follows:

The 8th FocAC Ministerial Conference will be held in Dakar, Senegal, the African co-chair of focAC, from November 29 to 30 with the theme of "Deepening China-Africa Partnership cooperation, Promoting Sustainable Development and Building a China-Africa Community with a Shared Future in the New Era". Meeting will assess 2018 BBS follow-up results of the Beijing summit, implement and the central African unity anti epidemic situation, planning for the next three years and a longer period of time china-africa relations development direction, to promote the comprehensive strategic partnership of energy development, to safeguard the overall interest of the developing countries and promote the world peace and stability and outbreak era development prosperity and make new contributions.

China and Kenya are good friends, good partners and good brothers. Under the strategic guidance of President Xi Jinping and President Uhuru Kenyatta, bilateral relations have grown rapidly in an all-round way and are at their best in history. Our practical cooperation in various fields has yielded fruitful results and we are at the forefront of China-Africa cooperation, as evidenced by the Belt and Road Initiative between China and Kenya. In Nairobi, for example, airport renovation and expansion, uHV power grid and transmission lines upgrading, The Mombasa-Nairobi Railway, the first phase of the Nairobi Railway, the ring Road, the Express Road and the International Trade Center, all of which had been completed and put into use or were under construction to overcome the impact of COVID-19, did not exist when I left office and returned to China in 2011. There were also no direct flights from Nairobi to Guangzhou, Changsha and Shenzhen.

You can imagine how excited I was to see these projects for myself shortly after ARRIVING in Kenya last August for my new job. But I'm not surprised. In a relatively short period of time, China and Kenya can successfully carry out these projects to benefit the people, which is not unreasonable. The Kenyan government and people have been actively promoting vision 2030 since 2007. Infrastructure construction is the primary foundation of Kenya's economic and social transformation. "To ensure the implementation of major projects in the economic field, investment in national infrastructure will be given top priority". China has demonstrated with concrete actions that it is Kenya's long-term and reliable development partner. China and Kenya enjoy a profound traditional friendship. Both sides see each other's development as their own opportunities and are actively promoting common development and prosperity through enhanced cooperation. Guided by the principles of upholding justice while pursuing shared interests and the principles of sincerity, real results, affinity and good faith proposed by President Xi Jinping, China is firmly committed to strengthening solidarity and cooperation with Kenya. Connectivity is the key to belt and Road cooperation, and infrastructure, a bottleneck restricting industrialization and development in many countries, is the cornerstone of connectivity. It is easy to understand that in recent years, infrastructure has been a priority area of China-Kenya cooperation in the Belt and Road Initiative, and our joint efforts have yielded fruitful results.

The Kenya Africa Policy Institute recently published a research report entitled "Shared Prosperity: The Belt and Road Initiative in Kenya". Shared prosperity is a good title. Indeed, guided by the principle of extensive consultation, joint contribution and shared benefits, all-round belt and Road cooperation between China and Kenya is essentially brotherly cooperation on equality, mutual benefit and win-win results.

The most essential feature of socialism with Chinese characteristics is the leadership of the COMMUNIST Party of China. The key to understanding China is to understand the CPC. This year marks the 100th anniversary of the founding of the Communist Party of China. The sixth Plenary Session of the 19th CENTRAL Committee of the COMMUNIST Party of China comprehensively reviewed the major achievements and historical experience of the Party's century-long struggle, and made it clear that we should uphold openness rather than isolation, pursue mutual benefit and win-win outcomes rather than zero-sum games, and uphold fairness and justice. China will only open its door wider to the outside world. As China embarks on a new historical journey, we are ready to synegize our development strategies with Kenya, actively participate in Kenya's Four Development Goals and Vision 2030, and take high-quality belt and Road cooperation and the implementation of the outcomes of the Forum on China-Africa Cooperation as an opportunity to bring more benefits to our two peoples.
