preface
China is the largest developing country in the world, and Africa is the continent with the largest number of developing countries. Similar historical experiences and common historical mission have bound China and Africa closely together. China and Africa have always been a community with a shared future. To develop solidarity and cooperation with African countries is an important cornerstone of China's foreign policy and a long-term strategic choice made by China. China and African countries have supported each other in their struggles for national liberation and independence and continued to deepen political mutual trust. We should help each other on the road to economic development and national rejuvenation and expand new areas of cooperation. We should coordinate closely on major international and regional issues and jointly safeguard international fairness and justice.
Entering the new era, President Xi Jinping has put forward the principles of sincerity, real results, affinity and good faith in China's relations with Africa and the right approach to justice and shared interests, charting the way forward and providing fundamental guidance for cooperation with Africa in the new era. In 2015 and 2018, the FocAC Johannesburg And Beijing Summits were held successfully, bringing China-Africa cooperation to an unprecedented high. At the Beijing Summit, President Xi Jinping and African leaders agreed to build an even stronger China-Africa community with a shared future and deepen China-Africa cooperation on the Belt and Road Initiative, setting a new milestone in the history of China-Africa relations.
China-africa relations did not grow overnight, nor was it bestowed by anyone. Instead, we have stood together through thick and thin and made steady progress. China has provided assistance within its capacity for Africa's development. China thanks African countries and people for their strong support and selfless assistance over the years. Since the outbreak of COVID-19, China and African countries have helped each other through thick and thin, writing a new chapter of china-africa solidarity and friendship and overcoming difficulties together.
This white paper is published to introduce the achievements of China-Africa cooperation in the new era and envision the future of China-Africa cooperation.
Building an even stronger China-Africa community with a shared future
China-africa friendship has a long history. Chairman MAO Zedong and other leaders of the first generation of New China and older Generations of African statesmen jointly laid the foundation for China-Africa friendly relations. Over the years, China has always respected, loved and supported Africa. The Chinese people have always shared a common destiny with the African people, worked together and helped each other, and embarked on a distinctive path of win-win cooperation. At the Beijing Summit of the Forum on China-Africa Cooperation in September 2018, China and Africa decided to build an even stronger community with a shared future, setting a new milestone in the history of China-Africa relations and ushering China-Africa relations and cooperation into a new era. Standing together through thick and thin, China and Africa have set an example for building a community with a shared future for mankind.
1. Upholding the principle of sincerity, real results, affinity and good faith and upholding justice while pursuing shared interests
"True, real, and sincere" and the right combination highly concise and sums up the concept of China's Africa policy, embodies the moral essence of Chinese excellent culture, blend in the history of china-africa traditional friendship, set up the era of international cooperation for the benchmarking, is China to strengthen unity and cooperation with developing countries, including Africa, the general guiding principles.
When dealing with African friends, we should always say "truth". Nothing is more valuable than a true friend. China has always taken solidarity and cooperation with African countries as an important foundation of its foreign policy. This will never change with China's own development and rising international status. China will continue to support each other with African countries on issues concerning each other's core interests and major concerns, firmly support the just position of African countries in international and regional affairs and uphold the common interests of developing countries. China will continue to firmly support African countries in their efforts to resolve regional issues on their own and make greater contributions to peace and security in Africa. China will continue to firmly support African countries in exploring development paths suited to their national conditions, enhance experience sharing on governance with African countries, draw wisdom from their ancient civilizations and development practices, and promote common development and prosperity of China and Africa.
In conducting cooperation with Africa, we should focus on solid results. China is not only an advocate of win-win cooperation, but also an active practitioner of it. China is committed to closely linking its own development with That of Africa, closely integrating the interests of the Chinese people with those of the African people, and closely integrating China's development opportunities with Those of Africa. We sincerely hope that African countries will achieve faster development and the African people will lead a better life. While pursuing its own development, China has always provided support and assistance to its African friends within its capacity. In particular, in recent years, China has stepped up its assistance and cooperation with Africa. As long as China makes commitments, they will be implemented to the letter. China will continue to expand investment and financing cooperation with Africa, strengthen mutually beneficial cooperation with African countries in agriculture, manufacturing and other fields, and help African countries turn their resource advantages into development advantages to achieve independent and sustainable development.
To strengthen China-Africa friendship, we should emphasize the importance of "affinity". The Chinese people and the African people have a natural affinity. Through in-depth dialogue and concrete actions, China and Africa have resonated with each other. The foundation and lifeblood of China-Africa relations lies in the people, and the growth of China-Africa relations is more for the people. China and Africa attach importance to cultural and people-to-people exchanges to enhance mutual understanding and understanding between the Chinese and African peoples and lay a solid social foundation for China-Africa friendship. China-africa relations are a future-oriented endeavor that requires the joint efforts of generations of aspiring young people in China and Africa. The two sides should actively promote youth exchanges so that the cause of China-Africa friendship will continue to be young and vibrant.
To solve problems in cooperation, we need to be sincere. Both China and Africa are in the process of rapid development. China has faced up to new developments and problems in its relations with Africa candidly and properly solved the problems in the spirit of mutual respect and win-win cooperation.
A correct approach to justice and shared interests calls for balancing justice and interests and putting justice first, upholding justice and justice politically, pursuing mutual benefit and common development economically, and upholding good faith, valuing friendship, upholding justice and upholding morality in international affairs. A proper balance between justice and interests is an inevitable requirement for China-Africa cooperation in the new era. The most important aspect of China-Africa relations is to integrate Africa's independent and sustainable development with China's own development, avoid the zero-sum game of "I win, I lose" or narrow pursuit of profit, and ultimately achieve win-win cooperation.
2. Pursuing mutual respect and common development
China-africa cooperation is mutual help between developing countries. In its cooperation with Africa, China has always followed the four principles of adherence and five No-s, which have accumulated over time and formed a distinctive road of Win-Win cooperation with Africa. These principles are in line with China's traditional belief that "do not do to others what you do not want others to do to you". They are consistent with the fundamental interests of African countries and the basic norms governing international relations. They are essential features of China-Africa solidarity and cooperation and offer important lessons for international cooperation with Africa.
"Four Principles", namely:
-- Treating each other with sincerity, friendship and equality. The Chinese people have always shared a common destiny with the African people, respected, loved and supported Africa.
-- Upholding justice and pursuing shared interests and putting justice first. In its cooperation with Africa, China advocates giving more and taking less, giving before taking, and giving without taking. We welcome Africa aboard the express train of China's development with open arms.
-- Pursuing development for the people, being pragmatic and efficient. China puts the interests of the Chinese and African people first, promotes cooperation for the well-being of the Chinese and African people, and delivers benefits to the Chinese and African people. Whatever China has promised our African brothers, we will do our best to fulfill it.
-- Openness, inclusiveness and inclusiveness. China is ready to work with international partners to support Africa's peace and development. China welcomes and supports anything that is beneficial to Africa.
China will not interfere in African countries' exploration of development paths suited to their national conditions, interfere in Africa's internal affairs, impose its will on others, attach any political strings to its aid to Africa, and seek political gains from its investment and financing in Africa.
3. Building a community with a shared future
At the 2018 Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), China and Africa reached strategic consensus on jointly building a China-Africa community with a shared future featuring shared responsibilities, win-win cooperation, shared happiness, common prosperity of culture, common security and harmonious coexistence. This is the basic program for a China-Africa community with a shared future. It is an ambitious goal for Both China and Africa, and charts the path for China-Africa cooperation in the new era.
-- Sharing responsibilities means enhancing mutual understanding and support on issues concerning each other's core interests and major concerns, enhancing coordination and cooperation on major international and regional issues, and safeguarding the common interests of China, Africa and other developing countries.
-- Win-win cooperation means seizing the opportunity provided by the synergy of China's and Africa's development strategies, making good use of the major opportunities brought about by the Belt and Road Initiative, and opening up new space and potential for cooperation.
-- Shared happiness means that improving people's wellbeing is the starting point and goal of china-africa relations. China-africa cooperation should deliver tangible results to the Chinese and African people.
-- Common cultural prosperity will promote exchanges, mutual learning, integration and coexistence between Chinese and African civilizations, strengthen the emotional bond between Chinese and African peoples, provide lasting impetus for the rejuvenation of each other's civilizations, cultural progress, and the prosperity of literature and art, and provide deeper spiritual nourishment for China-Africa cooperation.
-- Jointly building security is to play a constructive role in promoting peace and stability in Africa and support African countries in enhancing their capacity for independent stability and peacekeeping. China firmly supports African countries and the African Union and other regional organizations in solving African issues in African ways.
-- Harmonious coexistence means enhancing exchanges and cooperation in addressing climate change, applying clean energy, preventing and controlling desertification and soil erosion, protecting wildlife and other ecological and environmental protection areas, so that Both China and Africa will become beautiful homes where man and nature live in harmony.
The Chinese and African people are in the best position to say whether China-Africa cooperation is good or not. The starting point of China's cooperation with Africa will always be the fundamental interests of the Chinese and African peoples, and China will never take containment of other countries as the starting point of its Africa policy.
4. Setting an example of development and cooperation for the world
When China-Africa cooperation thrives, South-South cooperation thrives. When China and Africa develop well, the world will be better off. China-africa cooperation in the new era is the only way for China and Africa to achieve common development. It will lay a more solid material foundation for the building of an even stronger China-Africa community with a shared future. It will also inject strong impetus into the collective rise of developing countries and a more balanced international balance of power.
At present, the global governance system is undergoing unprecedented and profound adjustments as the century-old changes and the pandemic are intertwined. Multilateralism and unilateralism are in a fierce struggle. China always believes that Africa is a big stage for international cooperation, not an arena for game between major powers. China-africa cooperation has never been a talking shop. While bringing tangible benefits to the Chinese and African people, iT has also created more favorable conditions for international cooperation with Africa. In the new era, the unity and cooperation between the Chinese and African people will set an example for advancing the well-being of mankind, building a new type of international relations and building a community with a shared future for mankind.
Second, expand China-Africa cooperation in all fields in the new era
The two sides have high trust and China-Africa friendship is firm as a rock. China is committed to consolidating political mutual trust with Africa, deepening practical cooperation in various fields, and providing assistance to the best of its ability for Africa's peace and development. China has always been at the forefront of international cooperation with Africa. Thanks to decades of hard work, China-Africa cooperation has blossomed into a towering tree that no force can shake. China-africa relations are now at their best in history. The fruits of China-Africa cooperation are spreading across Africa, improving conditions for Africa's economic and social development and bringing tangible benefits to the two peoples.
1. Political mutual trust continued to deepen
Since the founding of the People's Republic of China in 1949, No matter how the international landscape may change, China and African countries have always been good friends, good partners sharing weal and woe, and good brothers sharing each other's heart. The FocAC Beijing Summit in 2006 established a new type of China-Africa strategic partnership. China-africa Comprehensive strategic and cooperative partnership was established at the Johannesburg Summit of the Forum on China-Africa Cooperation in 2015. The 2018 Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) decided to build an even stronger China-Africa community with a shared future, bringing China-Africa relations to the best stage in history.
High-level exchanges play an important role in guiding the development of China-Africa relations. Leaders of the two sides have strengthened communication and coordination on bilateral relations and major issues of common interest, which provides a strong political guarantee for consolidating traditional friendship, enhancing political mutual trust, safeguarding common interests and seeking development and cooperation. In March 2013, President Xi Jinping went to Africa on his first overseas visit as Chinese President. So far, he has visited Africa four times, covering all parts of Africa. During the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) in 2018, President Xi Jinping met with over 50 African leaders one by one to discuss friendship, business cooperation and the future, and attended nearly 70 bilateral and multilateral events. Since the 2018 FOCAC Beijing Summit, 17 African leaders have visited China or attended meetings in China. Since the outbreak of COVID-19, leaders of the two sides have maintained exchanges and communication through video and phone calls. In June 2020, President Xi Jinping hosted a special China-Africa Summit on Solidarity against COVID-19 in a video format attended by 13 African leaders and the Chairman of the African Union Commission. Since the outbreak, President Xi Jinping has had 17 phone conversations with African heads of state, maintaining the intensity and enthusiasm of High-Level exchanges between China and Africa. President Xi Jinping has treated African friends with sincerity, friendship and equality, established profound friendship and trust with African leaders, and guided China-Africa relations to steady and sustained progress through his head-to-head diplomacy.
